That's how the chase variants work. I distinctly remember a couple of years ago when their Swamp Thing came out there was a whole ordeal where people were ordering him online but getting the "artist proof" unpainted chase version instead so they'd have to return that one, order another, and cross their fingers that they'd get the normal one.

You must be relatively young, Dr. Kain. You don't remember back in the the days when 2-3 dudes in their 40s, standing outside Toys R Us at 9:55am waiting for the door to open, then as soon as it opens, race down the toy aisles to the McFarlane section (or Hot Wheels section), hoping to be the first to reach that new case with the ONE per case variant. To be fair, back in the days, the variant is the more sought-after figure, normally one in a case and normally pretty cool (like all gold, or different pain job), and definitely sold for higher price on eBay. You can buy the regular one anywhere, but the variant is rare.
People aren't that crazy about variants anymore, except for POPs people, maybe? That's why Harbinger said in the DC thread:
