I don't think it looks nothing like Simon Pegg, and it does look a bit like a young My Cocaine.
But to me it looks more like they just didn't get the likeness right.

If I just saw that picture without any description I think I would be like "Scotty?"
It looks enough like him that I know who it's supposed to be, but doesn't have that exact likeness that their other figures have.

EDIT: It's not like I know Simon Pegg personally or anything, but I have a hard time imagining him withholding his likeness from this figure.

It looks really good.
With Toho's recent bent towards merchandise for kaiju other than Godzilla, and Hiya's bent towards creating obscure characters, I hope Hiya makes some of Godzilla's rogue gallery.

I've been here before, but it seems more likely to happen now than it has in the past.
