By having him swap roles with Shalla, you can familiarize the casual audience with his origin without the potential redundancy when you reintroduce him in the main timeline. So, when he does show up in the main timeline, it's a quick exposition dump that he switched roles with shalla and everyone will understand. In the comics Surfer didn't participate in secret wars, so im not sure how much sense it'd make to even introduce the proper version before the reboot. All that said, I'm not saying if they go this way, that it's the best decision or even a good one, I'm just attempting to throw out there an alternative train of logic.

Well, I guess I got my answer...thanks...'be careful what you ask for' is my take away from this
