Don't think they are technically concepts for the 90 movie, since back then, Eastman and Laird had control of the TMNT franchise, and early on when discussing the movies they decided Bebop and Rocksteady weren't going to appear in the films because they were characters created by the Fred Wolf cartoon, and therefore there were licensing/rights issues they wanted to avoid. If anything, I'd say these figures are the Out of the Shadows movie duo done in the Jim Henson puppet style. I think that's a more appropriate way to look at these. Especially since they look and dress identically to the recent movie.

That being said, I hope Neca does get a chance to do the Bayverse TMNT. I really loved the ThreeZero versions but couldn't stomach the price tag.

Should be soon, since I've seen several other figures that were announced at the same time now showing up at my local Target and Walmart stores. Yesterday I saw Archies' Krang-headed Shredder, the Mutant alien wrestler dog guy, Ultimate Casey Jones with a motorcycle, Archies' Mondo Gecko, and Gladiator Triceraton in the tighty-whities.
