Could be. I hadn't thought of that. I figure it's the same reason that, after three Ant-man movies, we never got even one figure of Hank Pym or Janet van Dyne, that neither Michael Douglas nor Michelle Pfeiffer will sign off on their likenesses. Same reason McFarlane didn't give us a Selena Kyle head to go with Catwoman. The mask probably covers just enough to not make it an issue. Same thing with Michael Keaton - notice how we never got a Vulture figure without the mask, either.
