It's quite rare actually. It's sold out most places online, and most stores have been sold out for a long time now. People are paying upwards of $40 to get them. I ordered mine from HTS when they first came out, and am quite happy I did, seeing how many people want them now. Supposedly EE is supposed to get some more in soon. Might wanna keep an eye on their website.

Also, the reason your Target is stocking mostly Hostage Crisis BPs is because it's their exclusive, and shock of shocks, they overordered them. They'll be on clearance before too long, but the odds of them stocking the ARC BP is close to zero.
