I also think that getting more Comic figures may not be on the horizon. Its been reported from Hasbro that the only reason that Comic figures were included in the first two waves was because they didn't get the designs from Marvel Studios for the Movie characters till very late on. So they had to put out product to fill the void and chose to go with comic figures. It also helps that some of the people at Hasbro have been vocal about their love for Ed Brubaker's run on Cap.
So would we have gotten any comic based figures if they had the movie designs earlier? I'm willing to bet we would have, but maybe not have gotten a new Bucky cap or even Crossbones. Or it could have been like the Thor line.
Regardless, I'm more than willing to assume that any subsequent waves will be majority Movie based. This means at least two more Cap figures (leather jacket and maybe his USO outfit), another Red Skull (in his black outfit, or with a Hugo Weaving head) and perhaps even a Bucky, as well as the Hydra soldier we've already seen.
Beyond that, I can see them making a Baron Strucker, either as a Movie Concept figure or appearing how he does in the Cap: First Avenger movie universe game. Much like the Red Skull, he could be dressed in the movie Hydra uniform and still pretty much pass as a comic universe Strucker.
Comic line wise, I'd really like to see a Zemo, though he could easily be included in Marvel Universe. I'd die for an Arnim Zola figure though, as this is pretty much the only chance we'd get a figure of him.
Thor I can see why they didn't do much. It's movie heavy, but the thor movie has a lot of neat movie costumes to do.
Cap on the other hand will probably stay on shelves until the very least next march or april. So more waves will probably come down the line. Basicly, thor is the XMO of this year, being limited, and cap is the ironman 2 line that'll never end until it gets ousted by the avengers line.
In which case, any leftover unused molds from thor, cap, or even ironman can all be slotted into the avengers line. Since most of them are avengers or avengers baddies as well. It'd just make sense with the Ironman exosuits, among others.
So yeah, I expect a few more figures from cap still. SDCC will be where we'll hear of this or not.
As for movie characters left?
Well, they've covered hydra, cap, and red skull. So probably the other heroes allegedly in the film will get movie versions after movie release, followed by any remaining baddies like yeah game concept versions, plus a steve rogers. Maybe his USO suit, but I doubt it.
Mostly, I expect the majority of the movie figures to be done though except for maybe 3-5 more. The rest will probably all be comic figures. The cap movie really doesn't have much in the way of movie designs. Really just the 4 flavors of cap, civs bucky, the other WWII heroes in movie, red skull, and hydra is pretty much already done with the two troop building figures. Two of the different flavors of cap are covered with the same figure by giving him a removable helmet, and the USO suit will probably be skipped altogether.
Personally I'm hoping for:
Nova Prime Commader Rogers
Armored Captain America
Nomad
Female Bucky
Female Bucky as Nomad
Sharon Carter
Cancer-verse Captain America
