I think given how Sinestro was running his sector, unwatched, prompted the guardians to decided they needed two per sector.
I'm still fairly new, so I'm still iffy on Stewart and Gardner.
Rayner came in after the corp was destroyed by Parallax. From his ring, Ganthet recreated the corps. Stewart came back in (Maybe Gardner? I don't know) as Rayner's partner. Then the other one got another ring. Then Jordan was brought back to life.
As it stands here and now (Where I'm the most familier), Jordan and Stewart are the lanterns for sector 2816. Gardner and Rayner are Honorguard, and get sent to help where they're needed. They're stationed on Oa, while the other two are stationed on earth.

Thanks for the info again. That answered some of my questions. Hope all of that history is still intact after the relaunch.
