Hu. Which figure in particular are you useing as your base? I have done a few with very minimal cleanup. Telling you- get that Krylon for plastic at Home Depot (any hard ware store really) and use that as your baecoat.

Also, yuo could take very fine grain sandpaper to the figure (LIGHTLY!) so the paint has something to adhere to.

And skip Testors' acryllic! it's usually very thin- it's made for airbrushing onto styrene models.
