It's from a series of mangas/movies called "Kerberos" made by Mamoru Oshii. There's three live action movies (which are ... well, they're interesting) and one anime called "Jin-Roh" that's phenomenal and definitely worth a watch.

The stories all cover a kind of alternate-timeline Japan in the 1960's following World War II in which Japan was conquered by Germany. There's a big focus on rebellion, both of the general populace against the government (who the guy up there is an enforcer for) and of the Kerberos corps themselves, whether it's against each other, the government that wants to disband them, or society who has no place for them.

It's pretty neat stuff. And, you know, the protect gear looks awesome.

Takara also made a 1/6 figure of the girl in the "Cool Girl" line, which is really nicely done and I wouldn't mind picking up sometime
