Wolverine still isn't Japanese in the anime either. Neither is Tony. The Ironman one deliberately mentions in the start this is a business altruistic venture in Japan. The X-Men travel from America to Japan as well because of a mutant crisis happening there. All these characters still have their origins intact, they just have a story based reason on why they go to Japan.
In fact it makes deliberate mention of this many times in each series and shown in the beginning deliberately. For Wolverine, it's a loose adaption of his time in Japan that was in the comics. So it had no need to cover this immediately at the start, but it is mentioned throughout.

Seriously, what's with everyone assuming if it's anime or looks like anime, every character in it must be asian or japanese? Tons of anime where this isn't the case. It's a character by character thing and always has been.

Rally Vincent and Minnie May aren't Japanese. Sam and Dean Winchester aren't Japanese, among an ungodly number of others that aren't Japanese. Most of the DBZ characters aren't Japanese either. The list can go on and on. Just like not every animated character in america is American.

All the term 'anime' means is that it was produced and animated by an asiatic region for said region. Nothing more, nothing less. Unless you're talking about france, but that's different because of their language. The styles of anime vary widely themselves as much as say american animation or european animation. This is the reason why simply outsourcing to japan for animation duties, but not intended for there doesn't count as anime. (Original Transformers, GI Joe, among an ungodly amount of others from the 80s, 90s, and now.)

Just like Buffy the Vampire slayer isn't Tokusatsu. Though it's counted as such in Japan as that's their word for Sci-fi/effects type series. Anime is Japan and France's word for animation(not surprising since their origins are intertwined back from the early days of trade agreements when the first roto animator wheel spinny thing was made before television). Just like in america it's all animation, but we use some words like anime to denote origin to suggest the cultural differences that'll be within. Or we use Cartoon to denote the satirical/comedic nature of said animation or comic strip/panel. Like old school batman, and such are considered animated series, not really cartoons, though we do throw the word cartoon around a lot. I know I'm guilty of that.

For example, Tenchi Muyo is both anime and a cartoon because it's animated in japan, intended for japanese audiences, and has a satirical nature to it.
Looney Tunes is both american animation, and satirical, so yes it's a cartoon too but not anime.
