Nobody answered your question directly, but there was a fans choice poll a few years back. The winners were:

1. Archangel
2. Winter Soldier
3. Havok
4. Mystique
5. Mary Jane Watson
6. Luke Cage (runner up)
7. Multiple Man (runner up)- I might be wrong on this one.

Besides the 5 winners and 2 runners up, a LOT of the figures from the poll that didn't win have also been showing up. People complained about how figures that didn't win now wouldn't be made, but it's obvious they're using the results to see who else to make.
