I also forgot that I think Batgirl would make a badass cartoon.

Stephanie Brown and Oracle would be absolutely amazing:
I would prefer a collage setting, but Highschool would work well too.
Detatch it from Batman (In terms of it's independence), and delete Cassandra Cain's immidiate connection (Can reveal she wore the mantel later on, if need be. Just that she's not nessisary to start it like the comics).
Pilot-
Steph is attending Professor Gordan's class, and somehow she discovers Babs was Batgirl. She steals her old costume and starts crusading, poorly. (The Spoiler being a fantasy vigilante fan character of her's).
Babs talks Huntress into getting into her hair. Huntress lightly knocks the snot out of her to show her how dangerous this is, dumps her in her own bed, and takes the suit away.
Babs talks to her. Tells her why she stopped. Why she's paralyzed. Steph goes off and creates a Spoiler costume. Babs gets in trouble with Calculator and kidnapped. Unable to get ahold of Huntress or Batman, Steph goes out as Spoiler and manages to rescue Babs.
Reluctantly, Barbara takes on training her, and gives her a brand new Batgirl costume.

I see this as a cross gender action series. I want the females to be feminine, but strong. I want them to be strong characters that young boys can and should look up to, and show young girls that girls can be kickass, without being sex objects.
And let's get Gail Simone to be the story editor. SHE can do this exactly how I see it.
