Italian site Badtaste
conducted an interview with Scott Farrar, visual effects supervisor for Transformers Dark of the Moon. One of the questions asked him about the future of the Movie series, and the response that he gave was:
"Transformers 3, Dark of the Moon, was incredibly successful... these are making more money every time, and so success certainly gets people talking, and thinking about we should make another one possibly.
Paramount has asked me
and I'm willing to do another one, I'm happy to do another one, and they're talking with Michael Bay about that.
I don't know if or when it's going to happen exactly, but you know, we'd love to do it.

So, what this tells us about Transformers 4:
Paramount are asking people involved in Dark of the Moon if they would be interested in returning.
Paramount have approached Michael Bay.
What this
does not
tell us about Transformers 4:
That there is definitely going to be a Transformers 4.
That Michael Bay will be returning, either to direct or in some other role.
This does confirm though that things are moving behind the scenes, and there is an
intention
to do another live action Transformers movie.
