I think arogance comes in when we assert that we know conclusively one way or another, when the reality is that we don't.

Clearly intelligent life is rare, we know of no other life, let alone intelligent life, in the universe. If you had the ability to visit the other world that had it, wouldn't you?

From your fourth paragraph I lead you back to your second. We only know that intelligent life is rare in our own solar system. Anything else is merely a hypothesis best guess given the limited data we are able to gather from long range observance. When it comes to astrophysics and exobiology, we are even to this day, in our infancy in understanding the entire system and what inhabits it.
