This Neoscanning Bumblebee appears to be the Dark of the Moon Deluxe Bumblebee with a new deco - more silver for the body parts, a lighter yellow for the car parts, and different stripes, narrower and closer to the middle of the hood, and not carrying on across the roof like on the regular release. Masabon reports that this toy will be available after the release of Dark of the Moon on Blu Ray and DVD in Japan on 16 December.

It remains to be seen if there are any other changes to be made, and exactly how limited or exclusive this version of Bumblebee will be.
