What it could be? Dimensional travelers, but that is my DC fanboy side talking haha. Could be some unknown earthly event that only happens every 500 years or so, which is just a play on the setting sun, bouncing off god knows what, and it just so happens to be right over that building. Or, it really could be aliens, just wanting to pop in for tea and crumpets, then realized "oh hey...wrong place, SORRY earthlings!" *ZOOM*.
