I'm not sure how much control Edward Norton has over the Hulk license in film. He had a highly publicized conflict with Marvel over the final edit of the film he starred in. He wanted to showcase some the more emotional aspects of the character whereas the studio wanted to "dumb it down", for lack of a better term, for a more mainstream appeal. The studio had their way in the end, not Norton. They really wanted to make their money after the financial disappointment of the first Hulk film. Still, he is contractually obligated to appear in any future films if the studio wishes him to do so.

Concerning the Hulk vs. Avengers appearing in Hulk Vs. and Ultimate Avengers cartoons: I believe that the studio can still incorporate this into an Avengers movie since not everyone has seen any of the Marvel animated movies. I know the hardcore fans have seen them, plus others, but definitely not the mass numbers that go the theaters to watch movies. It would still be new to the majority of film goers.

And it has been officially confirmed that Sam Jackson has been signed to a NINE picture deal to appear as Nick Fury in Marvel films. Thats a whole lot of Fury. I'm sure thats just to cover their asses in the future and they don't actually have that many films planned yet, but you never know.
