Whatever it is, smoking cant be it- imagine the class action lawsuits if smke did that to plastics! Hell, my next door neighbor smokes outside my apartment door all the time (our doors are right next to each other) and my MU stuff in the living room, just insude the door, is fine.

i have no idea what else they could be doing since i really do not want much to do with them after the first attempt to talk to them. that is for the owner of this place to eventually figure out i suppose.

Dude, they're cooking Meth. The yellow dust/residue is typical of Meth cooks. You should call the police with an anonymous tip.
