The paint apps on figures use a technique called tampography. Apps are called tampos often. It is more akin to ink than paint, but alcohol will work fine. Use 70 % or 90% if you are worried about the 91%. Just be prepared for a little more elbow grease.

Denatured alcohol will work really nicely, but is ethanol based and pretty aggressive. I'm not sure how it will affect the soft plastic of the figure.

I do strongly suggest using a cotton swab as opposed to soaking the parts for the very reason of preserving the face/hair apps.
