Mini Muggs are about half the size of Mighty Muggs.

For example the SDCC Exclusive Avengers Mini/Mighty Muggs set from 2011. All items in the package were Mini Muggs: Hulk, Thor, Iron Man, Captain America. Except for Giant Man who was Mighty Mugg scale, and his head popped out of the top of the packaging to showcase his difference in scale from the other 4 Mini Muggs.

Not exactly. They've continued on as convention and retailer exclusives since they were supposedly "canned". There has been at least one exclusive SDCC Mugg the past two years since they have left most (except TRU) retail shelves.
