I don't get the logic either, but Walmart has been doing that shit for years. I can only assume that they think someone will see that red sticker instead of the yellow one and think they're getting a great deal "because it's on clearance". Never mind the fact that the price is still the same as it was before it was on clearance.
And it's not like Target when they change the shelf tags to NCF. I've seen Walmart put toys on "clearance", move them back to normal status and then back to clearance again, all while keeping the price exactly the same.

If the difference is $2 or less, there's usually not much (if any) resistance, unless the cashier is aware enough to sense something shady. And getting a price based on the item's location is a far tougher battle than one where the toy is clearly marked for one price but rings up differently.
