I dont think that's the case at all- if it were just paint, we'd have seen them make a "fade to visibility" kinda fig- or at least have seen paint rub revealing clear.
Making the fig in the color plastic of the costume avoids paint rub and painting interior joints and such would be a nightmare at the factory.

That being said, 90% alcohol removes MU paint easilt and a bottle costs about a buck. Never use thinner of action figures- it'll soften the plastic!
If you're making a custom and want to start over (for example), use easy Off or Simple Green, whic are plastic-friendly!

I was thinking you could add flame or water effects (even ice once you get good at it) with the glue gun effects technique- which would be cool as hell for the torches or Iceman, Phionex, Firestar etc.

I was thinking on the same vein for Magneto- only instead of tinting clear glue, you could get a bunch of small (unrecognizable) model parts and glue them to a clear flight stand, making a long skinny pillar of metal debris for Mags to stand on top of...
