Maybe slightly retooled, but it looks the same. I did a little snooping on ebay and one seller had a pic of Bane's cardback. Looks like there is two waves ofr 3 figures. First wave is just Bane, Alfred, and batman, like you said. And only one Bane and one Alfred per case, just dumb.

The cardback showed the BatSignal and had three of the 6 parts highlighted to show the three parts available in the first wave, Second wave will most likely have the remaining three parts.

If I had to guess, I'd say CatWoman, the clean cut kid (don't know the actor or the character), and maybe Gordon, since they have him tooled from the two pack, a singkle card release would get sales and not cost them money to make a new figure sculpt. It seems Mattel doesn't have much budget for BatMan, so it's not unreasonable to recycle figures. Alfred is just Dent with a new head, etc.

But Ra's Al Gul would have been sweet.
