In reality, different designers and teams work on different figures, and sometimes different factories can work on different items as well (Factories make the tooling/molds as well as produce the figures). I'm sure Hasbro's design teams do their best to keep things withing a line/universe in a believable scale, but limited budgets (both time and money), as well as artistic interpretation, material limitations, overseas adjustments and human error can all cause or contribute to both intentional and unintentional scale issues.
