The MK IV was one of the rarer figures released in the second Walmart wave and was about $15.99 retail at most stores (pricing varied a little due to regional differences). He was also the most popular of his wave and pretty much got snatched up whenever he would hit the shelves (leaving poor MK V languishing in pegwarmer hell till the Clearance).

Another reason for his rarity and price now is that most of the other figures from the Walmart waves were repackaged and sold as non-exclusives in most retail chains (Walmart, Target, TRU). Except, of course, for the MK IV.

While I think $60 is a tad extreme, I don't think it's an insane price either. It might be the going price now, all things considered (I was lucky and got mine at retail, so I never had to brave the Ebay waters and deal with price sharks). I'd say try for that $34 auction or one like it if you can hold out for a good deal.
