Lucha Libre is a better mexican food place off washington st. lolitas is good too but lucha libre is bomb.

Royal indian is also good. I would also add to your list phil's bbq in point loma.
Lucha Libre is great, but if you are up for a little longer drive, go to Pacific Beach, and get Taco Surf Taco Shop. It's probably the best greasy spoon Mexican joint in the country.

In and Out couldn't be more overrated. I think people just dig it because they get sucked into the hype of the "secret menu" and crap. IMO, Five Guys burgers is at least twice as good. I'd actually rather go to Fatburger as well. We also have a local chain up here called Dick*s, and it's far superior.

But Taco Surf is the biggest "MUST EAT" joint in San Diego for me. I also had Indian at a place in Gaslamp last year that was KILLER, right down the street from SDCC, but I forget the name of it.
