I am pretty sure those figures are originating straight from the factory, and Mattel doesn't necessarily originate manufacturing for the accessories for figures in the same factory as the figures themselves, and when they do they may not run the two molds in the same timeframe.

Just about every straight-from-China DCUC figures on eBay have been made available without any packaging or accessories.

They are loose figures, but not in the sense that they are from an "open-box." These are versions that never made it into a box in the first place.
