I'm not sure, but I think you can skip the last quest for 50 gold and get Emma. Although for 50 gold, you could convert that to 100 cp and buy Scarlet Witch anyway, while having 10 cp left over.

Wolverine isn't bad, just boring. 3 of his 4 moves are just single target damage moves and each one has a different property on it. His 4th move is just a stronger version of his passive healing ability. So it's not that he is weak, just boring. Most other scrappers can deal damage as well as use countering tricks and other things.
