It's all part of Quasar's role as Eternity's Avatar- sorta a life version of Thanos' role.

His pre-quantum bands one and current one still have the star cape and he still doesn't wear a mask. It's just more armored per his whims because of how he much more aware of his powers he is now after he came back from being celestial pure energy.

Again to each their own though. I just tend to favor more armored heroes than the campier older costumes. Many fans like his newer looks over his old, and many like his old over the newer.
