I've looked all over eBay and done several Google searches but with no luck.

It looks like some sort of weird version of Punisher (based only on the skull) but the eyes and hair makes me think no one would associate this figure with someone as BA as the Punisher.

The stamps on the bottom of its feet are:

1995 Marvel
Made in China

Toy Biz, Inc
