Since the fourth movie takes place 4 years after Dark of the Moon, its possible that the Decepticons are not yet done with the city or possibly fallout from the siege has a part in the film. No other details yet but hopefully learn more as the local press post their interviews closer to the January 18 release date of Broken City."
