It's one of the extras that comes with Joker, along with a heap of other nice goodies including: light up display base, his grey suit and purple coat, the "magic" pencil that can be inserted into a pinhole on the table, set of handcuffs, stack of money, deck of cards, and several very detailed guns... and many, many more things.

I'm quite happy with it.
