I'm not sure about the Target stores near you, but the ones near me clearanced them all last month and they're pretty much gone now. There's not a spot on the pegs for them anymore. The K-Marts around here never even carried any Retaliation aside from the "preview" wave.

I think you're spot on. You are not kidding about Walgreens - they're always a miss for me! Target got rid of them all, like you wrote from what I saw. Back in the summer, I actually picked up an Alley Viper @ a K-mart but haven't seen new Joes there since.
