It's more that females have always been difficult to execute in what would be considered a 'boy's' toy line, even as far back as the original MOTU toyline. Toy companies have often hit the wall when trying to maintain a balance between creating an aesthetically appealing toy of a female character, and making it poseable enough to not be a statue. Look at the Aprils (and Kala, Irma, and Mona Lisa) of the original TMNT toylines, or any of the women released in Toy Biz's old X-Men line. For some reason, the consumer audience seems to be more accepting of male molds, regardless of possible shortcuts made due to articulation/accessories/gimmicks; but the moment you present a female mold that doesn't hit a sweet spot between sculpt and articulation, nobody wants it. It's either 'ugly' or 'an inaction figure.'

If anything, the buck system worked to their favor. Should they have done more female bucks? Sure, absolutely. But having even only three on hand that work well enough to keep using is good, because it makes it easier to get more female characters out (in concept, at least). As for the heads, I don't really get what you mean about '1 of 4 different,' since each female figure has an individual head mold (sometimes two!), even among figures of the same character.

Some of the figures suffer, yes; the Fire I sold off had the infamous 'Donna Troy hip problem.' Zatanna and Black Canary get neutered in the legs due to the addition of the 'real' fishnet stockings. But I like all the female DC figures I have, either due to sculpt, articulation, or in a few cases, both.
