It's actually kind of funny that you mentioned that. All these years I had always assumed it was an antennae of some sort, not a scope sight. I guess it's because all the 3.75" toys of him were too small to make out any details about it and he never used it as a scope in the films (or at all, really).

So it kind of makes sense that this toy's version would also be stationary. It's film-accurate
