I can partially answer that one. Movie Masters are sculpted in-house, so they are not a 4H product. Hasbro's Marvel lines are all done in-house (they do not sub-contract them out to anyone).

Why Mattel doesn't use 4H for everything could be due to a number of reasons. One is the additional cost to pay them on top of all the manufacturing costs. Another would be Mattel probably has way too much product for 4H to handle the workload. Or maybe 4H is not willing to take on that kind of a workload.

Now that I think about it, didn't Matty or 4H announce 4H will no longer be sculpting DC products for Mattel? If so, then technically Mattel will be doing the same thing as Hasbro now.
