Yes, that's basically what Scott said regarding the continuation of the CIE sub, albeit grossly over-simplified. Regardless, he did not say that was the reason why Mattel couldn't use WWE bucks in place of the standard DCUC buck, which was Rattrap Primal's actual question.

My overall point is that we don't know enough of the behind-the-scenes information to truly understand the situation and make judgment calls. In spite of that, some collectors take every opportunity to vilify him for one reason or another.
