I've had some problems with the bicep swivel, on the Marvel Universe figures it works pretty good but most of the figs I've seen from that line are pretty much "nudes," characters in spandex. It's when you start putting gear on the bodies like GI Joe that the bicep becomes an issue; the bulk of the upper arm begins to compete with the detail of the torso or web gear making holding weapons 2-handed kind of an issue.
But yeah, thigh rotation would be nice. It's something I think Joe figures are sorely lacking in.
