Most of these could fit in the gigantic battles packs.

Some moreso there then 'titanic' figures. Most of these that are bigger have been covered in ML to scale for MU, and various lines prior.
Modok for example, well at BAF size he's Modog. So titanic size may be too big. Modog is the genocide version of modok. Mojo also in BAF is wayyyyyy too large. He needs to be closer to the X-men TAS size, to slightly bigger.

The idea isn't bad, but hasbro is already dabbling in it with gigantic battles, and the new galactus pack. They just need time to work through the large library. Some of your suggestions really vary in size though, and some could work better in like Deluxe 2 packs, or legends and MU packs for like 20 bucks as opposed to the GBP 30. Onslaught and franklin for example, unless they did 2nd form onslaught, would be fine at legends size, 2nd form onslaught would need to be closer to 8-10 inches though, maybe BAF size, but since franklin is so small, they'd even each other out moreso.

Maybe break them down by size classes within the packs themselves would help some by cost, and variety.

deluxe figure pack - two pack similiar to XMO two packs
advanced pack - ML to Slightly bigger than ML
Gigantic Pack - Current walmart ones
Titanic Pack - Something on the order of the new galactus but with high repaint usage and recognition.

This way it covers the height differences better with cost. Keeps em all borderline accurate better this way too.

Multipacks are still new with MU, but they are coming eventually. We have an alleged 6 pack for the end of the year, and the 3 packs TRU has now. So eventually more multi's and variety packs may show up. Mole creatures with the Fan 4, or even just kree sentrys or whatnot later. Especially if they do a famous covers line at some point. (the infamous fan 4 cover with mole creature.)

But most of what you suggested you can find now in perfect scale from other lines.
Modog and Modok can be found in ML and Ironman.
Wendigo ML and Hulk
Brood BAF, ML, and X-Men
etc.

So I'd prefer they focus on the ones not done, like dormamu, ultimo, and that ilk. Anyone that hasn't really had a figure done, or at least doesn't have one in scale to MU already. Onslaught's already at perfection twice over, as are some others. But the big figures will still be rolling out too.

We still have the mass market galactus coming soon, and a wolverine with sentinel coming soon too. Who knows what's coming after that. But at the prices for the packs, they better be substantial figures.

Pyro and blob for example has to be the same cost as the deluxe sabretooth and blob pack. Otherwise that's just highway robbery.
