Given the markings on the hood, and the fact it's a redeco of what is still the best modern representation of Generation 1 Wheeljack, all signs are pointing to Slicer. Slicer was an Action Master, a Decepticon redeco of Action Master Wheeljack, who was released with Rumbler as a part of the Action Master Exo-Suits assortment at the very end of the Generation 1 line, after the line had already been dropped in the US.

Given the obscurity of the character, and his status as a "post US G1" toy, it is all but assured that Slicer here will be a Botcon souvenir pack exclusive.
