Technically they shipped in the same amounts lol. The fact that they don't seem to be shipping in the revision case and Black Widow will be shipping two per case there may mean they are the most rare figures of the line. Hard to say though since I'm betting the revision case has less cases shipped than wave 1.

Cause people are getting like 10 of each to army build and they only want one Black Widow, if they can find her lol. Right now the arms are by far the most common part. I mean, they did come with Zemo and Skull as well. A lot of head and leg parts are probably still sitting on pegs at stores. I bet people would use those arms to make more mandroids or work towards that the torsos weren't such a ripoff right now.
