I'm sure you're aware, but that's how Norman was originally written at first. His Goblin persona was separate and Norman wouldn't remember anything he did as the Green Goblin. Later on, though, Norman and the Goblin became one - a wholly complete and criminally insane mind.

As you yourself said, ASM2 have not explicitly stated which direction they're going to go with Harry's Goblin. So in my mind it is not a given fact at all. Merely an assumption based on speculation.

I didn't get that impression with ASM2's Harry. It seems to me when he was at Ravencroft, Harry is aware of the changes wrought by the venom but dismisses them when asked about it. It remains to be seen if the venom caused a complete psychotic breakdown or if it only fractured his personality. Regardless, he seems far more intent on exacting revenge on Peter than worrying about his health.

And I don't think Harry gave a crap about New York, one way or the other. Harry was pissed off at Peter and the executive board at Oscorp because he felt betrayed by both of them. Remember, when Goblin showed up at the end, he didn't try to finish destroying the power grid or at least undo the patch-job Peter and Gwen had done. Goblin went straight after Peter.

Electro was the one who was pissed off at the City (as well as Oscorp and Spider-Man).

But I definitely agree that Harry's sudden mastery of all the Goblin tech did seem rushed - especially with regard to the Glider and Pumpkin Bombs. We could argue that one of the side effects of the venom is that it boosted Harry's intelligence to genius levels, since the Goblin serum has been known to do that in previous Spider-Man media (besides making Norman nuttier than a Planters' factory).

I'm not saying it was a bad thing, necessarily (especially with the suit and the direction Webb gave to Giamatti on the portrayal of Aleksei) - just that of the three villains portrayed in ASM2, Rhino had the least amount of build-up (or even explanation). At least Harry got some backstory and pathos, even if it was rushed.
