I'd get MU and ML lines going simultaneously. 4 to 6 waves a year at six figures per wave, three of those figures would end up being repacks/recolors in each wave but I'd retire any figures of Hulk, Wolverine, Captain America, Iron Man, Thor and Spider-man so they would NOT be among the repacks (unless those figures received MAJOR outfit changes in the comics, then I'd reconsider doing that one). Much as I'd like to see more I'd say that the females per wave of each line would be limited to two per wave. I'd like to work it out so that each wave had two villains as well but I could see some just having one.
Whatever figures on each line happened to be in a wave though, there'd be no short packs. Each figure gets 2 per case pack of 12. No exceptions.
Absolutely no in-figure gimmicks. Cut out the variants. Keep the build a figure but do it for both lines. And not sure on all the other figures but finally get Polaris and Enchantress the damn ML figures they deserve. (Want Polaris in MU too but it's getting ridiculous on both of these in ML)
Team packs - I'd continue the MU team packs at 2 sets of 3 per year - first year would definitely include New Mutants, Thunderbolts, Thunderbolts Part 2, Alpha Flight, Alpha Flight Part 2 and....I'd have to think on the sixth one, maybe the Brother Hood Of Evil Mutants? Team packs would have two new figures and one repack most likely and could include either 1 or 2 females.
No team packs for ML.
Additionally I'd still have the Avengers Assembled line for more kid-centric collecting, and with that I'd also do 4-6 waves per year but most likely only 2 brand new figures per wave. I'd allow the "big six" mentioned above to still be produced in that line, but within reason though - maybe just one of each per year.
Also for movies I'd still keep those lines going, so in addition to being in Avengers Assembled the big six could still show up in other ways. But I wouldn't make it so that Spider-Man had 15 figures and there were two other characters total (That maybe an exaggeration but it seemed even worse with Iron Man and not quite as bad with Thor). I'd even it up a little more....maybe at most half and half?
Forgot to add that through all the lines (excepting the MU team packs of course) there would not be a "theme" per wave. I think that can be a good thing but it also has its negative points, like the GotG Marvel Infinites wave is likely going to show.
