Ok... interesting ideas all around... some I can see you being touted as Hasbro Jr. others Hasbro lite...I agree there is no easy answer but if I had a shot perhaps it would be....
1. Collecters wave case pack 8 (4 figures X 2)
2. 3.75 wave case pack 12 (6 figures X 2)
3. lil kids wave case pack 10 (5 figures X 2)

all 3 lines published simultaneously with the same set of characters thereby rendering chase figures irrelevant
BAFs or CNC on the collector line with completeness based on the figures released

introduce mini baf on the 3.75 line (buy all 6 BAF)

in each wave at least 2 female figures 1 hero 1 villain
Using the old OHOTMUDE, I would
go through the historical figures listed and pick the wave listings accordingly

to keep interest in the line every other wave would have a key member of some group keeping the waves in order to complete your team. (wave 1 would have an xman-avenger and/or thunderbolt) for instance followed by wave 2 having another member of the team
BAFs would be super big bads like galactus, apocolypse, sentinels, Thing ect... given the universe that is available at least 2 figues in each wave would also be some lesser known figues like(batroc, spot, moleman, pastepotpete, ect)

keeping it somewhat even across the lines would give something for everyone without crating artificial demand for any 1 figure.

Of course the argument would be who is in what wave so wave 1 and 2 would be internally decided so as to when wave 1 is released with an online entry code for who you would like to see in wave 5
wave 2 would refer to wave 6 and so on..
Price point would end up being detailed by the overall expected articulation but collector figures would be in the 19.99 range
3.75 at 9.99 and kids 6.99 for at least the first 4 waves..
