Firstly, I would set up an online poll with every site that caters to Marvel fans/ buyers. Then round up a dozen or so 'super fans' and I mean those who have followed the brands since inception to be an unbiased group to allocate figures into waves. A group to give opinions as to what figs should be in how many waves per year. Let's say that number was 4(it could be 5 or 6 or even 3). So 4 waves in cases of 8 figures. A 5th wave of 2-packs for army builders, or as mentioned arch enemies pack or whatever would be decided each year. And one box set, with anywhere between 3 and 7 figures included. Maybe switch up the BAF occasionally for a 6 piece BAD (build-a-diorama)? Like MS is doing with the danger room! Remember, this is if lol.
Some waves of course would need to be movie themed I suppose, but in the cases of Dr. Strange or Antman, maybe just singles in a mixed wave where you could just put 8 different figures in a case, etc.
I agree with all of your suggestions of course, because all things are improvements. But lastly, if I worked for Marvel I would have a crew that read emails with critiques and suggestions daily, complete with responses and thank you's! If not that, then a quarterly announcement on some Marvel run website about upcoming waves, contests etc. I think something is needed to bridge the gap a bit...
