He does actually. It's not as noticeable as the original figure, which had a hollow upper body torso that rattled rather loudly. The MOTUC Rattlor has a tiny rattle that is now placed inside the tip of his tail. It's not as loud as the original, but it can be heard. Pretty awesome that they managed to do that.

Ugh....that's brutal. With as much as these guys go for (I paid almost $40.00 for Rattlor), I highly doubt that I'll be following suit with that. While I understand why Mattel did the packaging in paying homage to the original packaging, I really wish that they would have done these guys with a reusable clam shell. I know I'm late to the party with MOTUC in saying this, but the whole presentation is really spectacular! It's gonna be hard stopping with just the Snake Men!
