I've seen wave 1 of MI all of twice, both at a target, once all figures but Wasp and the second time just Iron Man and Cap. It's being kept of life support by a rebrand so I do agree in technical terms this line is dead at general retail. The last few waves of MU were only slightly better (I think the last wave I saw a general stock of at times at retail was the Scarlet Witch/She Hulk/Kang wave and that was late 2012.)

Honestly their best bet would be to do this as a collector's subscription. at least for a few years - until the glut of Cap, Iron Man, Thor Spiderman toys are eventually moved out of retail. Marketing to subscribers would allow them to pass over those core characters and move on to what we the collecting community would really like to see.

I would join such a club. It's not like I've bought a single MU/MI figure at retail in 2-3 years anyways. Local comic store yes but not general retail.

Edit - I should add that cost wise if we were to get 2 figures a month and $15 each (or $20 if you included shipping costs) that would run you around $480 for the $20 cost. To me it would actually be worth it. I know that's probably crazy but there you go.

Double edit: I lied !(misremembered actually!) I found a Hercules figure at retail. But I really do thin that's it.
