From her debut in 1940 until 1947, Selena Kyle didn't go by Catwoman - she was simply known as The Cat. It wasn't until 7 years after her comic debut that she took the name Catwoman. At that point she started wearing the much more iconic and well-known purple dress/green cape combo (which is technically Catwoman's first costume).

I'm not such a DC historian, but I would still count it as first costume since the cover with the brightly colored costume reads "The Batman versus The Cat-Woman!" I imagine that would have been a neat exclusive at some point for Catwoman fans (or maybe it's already been made, don't yell at me I said I'm new to these toys).
