From my experience, the blind bagged Kreons each have 12 blind bags on each side containing 2 sets of 6 different characters. the same character is usually next to one another. Your best bet on getting a complete set is finding a full case and grabbing every other bag on each side to better your chances of getting all the figures. I found a case with 20 left and bought all of them but was unable to get Dial Tone and Outback but got 2 of each of the rest of the figures.
